A plate is not a person. This is the waterfall Netra walks to turn one into a channel the operator may lawfully use, tier by tier, with the basis for each signal on the record. A plate number on its own gives a private operator no claim on the keeper's identity, so the registry tier exists only where a data sharing agreement does.

The rules Netra enforces
- Contact only between 08:00 and 20:00. No calls or messages outside daytime hours in Philippine local time. SEC MC 18-2019, unreasonable or inconvenient hours.
- Never contact a third party about the debt. A relative, employer or neighbour is not a collection channel. Their details are also personal data they never gave the operator. SEC MC 18-2019, contacting persons other than the debtor.
- Never disclose the liability publicly. No public posts, comments or replies on a public profile. Private channels only. SEC MC 18-2019, publication of names of debtors.
- At most three attempts in any seven days. Repeated contact within a week is harassment, not collection. SEC MC 18-2019, harassment and repeated contact.
- Do not chase an unverified keeper. A held ticket means the operator is not yet sure who the keeper is. Verify before any notice goes out. RA 10173 accuracy principle.
- Every channel used needs a resolved lawful basis. Open web signals stay locked until a legal reviewer records a necessity and proportionality assessment for the case. RA 10173 section 12, NPC Advisory No. 2026-01.
